Department & how it relates to the role



Network Rail is planning to transfer certain activities of our business to a new National Centre which will open in Milton Keynes during 2012. You should be aware that this position will be included in this move.

About the role (External)



The main purpose of this role is to provide strategic direction to equipment and systems development to improve T & RS asset condition and lead the introduction of new technology onto the network.



Key Accountabilities



· Derive the technical strategy for the use of new and existing track & rolling stock equipment and systems. Provide input to the development of T & RS policy, optimised on the delivery of corporate outputs.

· Lead the technical input to the development and management of Engineering standards, specifications and engineering competence requirements.

· Identify opportunities to improve railway infrastructure management. Manage projects to agreed cost, time and quality to develop and accept technology based solutions.

· Identify opportunities for technological innovation, instigating and capitalising on research. Establish the business case, including risk analysis, for the further development of initiatives.

· Establish the key technical interface for manufacturers who wish to supply equipment to the railway. Influence the development of technology to meet company needs.

· Provide expert technical advice on track & rolling stock equipment and systems to the rest of the organisation and to external bodies.

· Lead technical discussions with industry bodies to further Network Rail’s interests and influence the development of British, European and rail industry standards and legislation on behalf of the professional head.

· Lead the technical input to technical investigations and the management of resulting recommendations.

· Lead Engineering verification activities as directed in support of the national programme and provide support to other corporate assurance processes.

· Provide expert technical input and advice to Competent Independent Persons (CIPs) for the safety verification of infrastructure projects that could introduce new or significantly increased risk.



Job Skills, Experience and Qualifications



Essential

· Chartered Engineer

· Significant relevant track & rolling stock technology development experience

· Sound knowledge of policies and standards relating to track & rolling stock

· Holds relevant professional licences or capable of achieving within two years

· Knowledge of the engineering safety management and risk assessment processes

· Proven project management experience

· Sound understanding of the principles of business case analysis

· Experience in a safety critical role
